Cloudy eyes

My parents have a big, beautiful, 12 year old clown trigger that has developed cloudy eyes. Both eyes are equally cloudy. He hasn't been moved recently, or anything else out of the ordinary. Dad just did a water change yesterday (after noticing the cloudy eye)... no change yet. Does anybody have any specific recommendations for dealing with this? Think it's bacterial? Any specific medicine recommendations? Thanks much in advance.
