It sounds like Neon Tetra disease honestly. I'm dealing with the same problem.
I had at least 30 neon tetras in my tank and along with a new black angelfish i bought 3 more neons out of a new batch we had just gotten to the store. 1 day later i had 10 neons left. they start getting a jerky movment and kinda spiral around and gulp and then stop jerking and then do it again. I've read that farmalin can help, but in neons its fatal always. make a hospital tank and put all of your affected fish in there. VERY IMPORTANT: scoop ALL dead fish so the other fish don't munch on them and get it (Thats mostly how its transfered) and Vaccuum vaccuum vaccuum (the bottom of the tank that is) Do a complete overhaul if you have to, so to get rid of the cysts. The disease is passed through eating infected food (live food especially) and
otherfish eating infected fish (or waste). change filter.
