Glowlight Tetras dancing

I have a glowlight tetras who looks like it's dancing. Basically, it is almost always pointing upward and looks like it is having difficulty remaining horizontal like a normal fish should. There is something wrong for sure.. my guess is that one of it's fins are sore and it hurts him to use it.. is there a cure for this?? I also have a neon starting, what appears to be, neon desease.. part of it's skin is turning white (almost as if though it's rotting alive) is there a cure for this too? Any help on these questions would greatly be appreciated.
