Serpae Tetras

I've just started my first fish tank, and I've got a question. I've currently got a 20 Gallon tank, with 3 Serpae Tetras. When I got them, there was one big one, and two smaller ones. In just a week, one of the small ones has gotten much bigger, as has the big one, but the other is smaller. As well, the black spot on his body by his head is shrinking, and his colours aren't as bright.

I had deteremined that the smaller fish were males, based on information seen elsewhere, and was wondering if I was seeing the results of dominant/submissive male behaviour? Am I even remotely correct on this? Or is it something else? Can anyone recommend something I can do to help stop the decline of this fish?

Any suggestions would be welcome.
