fraying can be the result of many things, but first off i'd check the water quality. how big is the tank, and how frequently do you change the water? like Splendens said, check ammonia, nitrite and nitrate levels; if any are outside the safe range, there's your problem. also, you might want to observe tank activity to see if anyone's being a bully. i had goldfish a looong time ago and i recall one having his fins in tatters when the other decided to pick on him.
