New powder blue not eating

Hello everyone. I have had a powder blue in a QT for 5 days and have yet to see him eat. I have tried Seaweed select and Mysis Shrimp soaked in Garlic Extreme and Zoecon, Formula 2, flake food and sheimp pellets. He stays in the rocks and will swim for a couple seconds at a time. Any suggestions on how to get him to eat?
