My 9-month swordtail's tail!!!

My Swordtail is about 3/5 the size of the adult swordtail and it's 9-months old. I am not sure if she has been underdeveloping. Just 2 days ago, I noticed her tail was getting thinner at the end of the tail and it has some white dots. I put the ick medication, salt and even some yellowish fungus-curing bead into the water. However, I don't see any positive effect. Can anyone tell what disease she has caught? Would it be her underdevelopment that has caused the problem. A pregnant swordtail had been attacking the 9-month swordtail for 2 or 3 weeks. Cuz there is a baby box with baby fishes and FOOD INSIDE this box! Please help! What medication should I buy from the pet shop???
