Try taking the impeller out of the pump and seeing if anything is stuck to it, or if its chipped. If it is just the impeller, than you can get them for around 4 bucks i beleive at a fish store. Also your pump may be not sumerged far enough.
other than that, im not sure about red sea skimmers.
