Go to google, type Lotus in the search field and you will find thousands of links. Another good place to find them is on Ebay. But for a good quality lotus, nice sized tuber that you expect to bloom the first season you can expect to pay $30+. Check the feed back on Ebay, some folks sell runners not fully developed tubers. The runners may not bloom for a couple of years.
