Dead water pond maintanence.

My girlfriend has a .25 acre pond that is not spring fed. She does have an aerator in the form of a fountain out in the middle. That's the only movement the water gets. The bottom is very slimy, the surface is scummy looking and there is some type of small flowering foliage taking over and growing out from the bank. I've pulled most of it out but need to know how to prevent further growth; also what to use to clear the water and neutralize the algae. The pond IS stocked with fish. Will Roundup be safe and/or effective on the foliage? Thanks
