I would suggest visits to area natural ponds with known frog populations to examine existing vegetation and other relevant characteristics. Gathered info can then be utilizied to mimic particularly attractive (from a frog's standpoint anyway), components in your planned pond's design. Natural ponds might also provide "starter" stock of appropriate plant species. Of course, a good i.d. manual to regional wetland plants would be invaluable particularly in avoiding "pretty" but unwanted, invasive plant species. Reviewing the natural history of local amphibians (salamanders might be neat in a garden pond too) would probably prove helpful as well.
