waterfall and cement

I have purchased a home with an existing waterfall and pond. The pond liner leaks and I am unable to move the huge rocks that make up the back, or bottom of the waterfall. I am wondering if I can pour concrete around the rocks to make the pond and if so, how and what type of fish safe concrete.
