Is he scratching against the bottom, or on plants? Is he mopey, or swimming rapidly around?
It sounds like it could possibly be ich, or some other parasite. Though it could be a fungus. Try to find some fish disease sites to find the most similar.
Also, it's not wise to immediatly add new fish to a tank without quarentining them first, for at least two weeks. It gives parasites, fungus, and bacteria time to show up.

:I have a platty that I have had for a few months now and I've noticed in the past few days there are a lot of little whiteish gray things on its body. I change the water right before i noticed this and I introduced a new platty. I am truly a begineer and I was wondering first what is causing the little buble looking things, and second, if it is harmful, and if so, what i can do to remedy the situation. Any advice would be greatly appreciated. Thank you
