No they can't, in fact the only thing that can live in that size bowl is a betta. Not only do platies and mollies need more room, but they also need good filtration. They don't have a labyrinth organ like a betta does and therefore can't breath from the surface, so unless your bowl is at least a 5 or 6-gallon bowl (the size needed for one of each) with a filter then they will die.
