Don't actually have it myself(no $$$), ultimate price depends on how much DIY you're willing to do.
Bubble counter and reactor can be made, cheap reactor instructions here(if you don't have a canister filter, you can use a powerhead or other water pump): http://aquabotanicwetthumb.infopop.cc/6/ubb.x?a=tpc&s=4006090712&f=8006023812&m=9556098022
Also check the forum for a ton of good info. Really great people there.
Check around, but most people feel a on/off cycle with the lights is unnecessary, as is a ph controller as long as you start slow and keep your patience. Monitor PH every morning/night, starting with about a bubble a sec, then go from there.
Check with your local weld supply or beverage shops for a bottle, I think 5# usually go for around $50 or so, with refills for $10-$20(shop around), about every 6 mos or so, but that depends on your tank size/bubble count.
You can get a reactor, bubble counter, needle valve...everything except the bottle here for $155. Great place to shop.

Or, you can get just the regulator/needle valve here for $89

I also see a bubble counter there for $16.
Let me know if you have any more questions.
