:you can put 1 red bellied piranha in the 33 gal tank. I have 1 piranha in my 33 gal and he has been doing fine for over a year. I think they do grow to the size according to the tank. But if there are to many in a 33 gal tank they will kill eachother. Your best bet is getting just 1. I have tried puting 3 in a 33 gal and trust me it didn't work.
