Do you do regular water changes from the bottom of the tank? Your nitrate/nitrite levels are probably high because of the size of the tank. Parrots are messy and we all have a tendency to over feed. These raised levels would make stress more relivent, making ick easier for them to get. (In a healthy tank, ick shouldn't show up upon introduction of new fish)

I had problems with tigerbarbs beating up on the Parrots in the past. I found Black tetras worked well.

A ten gallon tank is way too small for a parrot fish since they can grow to 8-10 inches. It may be best for you to keep the barbs and return the parrotfish or get a larger tank.
