I think a couple of things are happening here. First, your fish may be a different mixture, not a true parrot (as much as people will agree as to what a true parrot may be) I also have one that has more of a red devil look to it. Blue is also not a natural color for the fish so it is probably dyed and will never turn red.
They are an aggressive fish and shouldn't be with some tropical fish. They are also happier with some of their own kind. (sorry Polly) So, if you have a large enough tank (we are talking about larger then a 30 gallon tank here)with enough filtration (they are dirty too)I would suggest you getting another one or two to keep it company. Smaller fish, like neons, mollies...lunch. Your Angel's fins were probably too tasty looking for your guy to pass up. Mine are with extra large Black Tetras with no problems but Tiger Barbs were beating up the Parrots.
If you don't want to try this, bring the fish back to the store. They probably won't give you back your money but some will do a fish trade of some kind.
