Is this animal hardy enough that it can be introduced to a non-cycled tank?

Also, for filtration I was thinking of using an external canister filter. Something like the Eheim 2233 (for up to 60 gallons) or 2235 (for up to 80 gallons). I was curious if this was overkill for the initial 29 gallon long tank. I was under the impression that eels require quite heavy filtration due to their eating habits, and their ability to create a large amount of waste.

For a substrate I was thinking of something along the lines of live sand or crushed coral. I was also going to put in a few obstacles etc in there for some nooks and crannies for the eel to hide in, along with some PVC pipe for a hide area.

I've also been under the impression that initially a protein skimmer isn't needed, but it may be a few months down the road. Is this the case? I've seen quite a few simple to build designs for protein skimmers, and I think that is the route I want to go if I need one.

Thanks again :-)
