there should be no ammonia in a tank, so the 25% water changes you are doing are good. to move the fry, what i do and would recommend is to net the fry and put them in a bag like the kind you buy fish in (i save all mine) and use the water from the tank they are in. then all you have to do is like when you buy a new fish to get the fish used to the water. let the bag sit in the water for about 10 min., then just gradually start adding water from the tank they are going into. this will acclimate them to the water.
