Cycling a tank is not setting it up and letting it run a few weeks without fish. Cycling refers to the nitrogen cycle, and it doesn't begin until there is an ammonia source either from fish or from adding ammonia when doing a fishless cycle.

A green cloud is often referred to as pea soup and is actually free floating algae. Excessive nutrients in the water will cause pea soup and they will come in the form of overfeeding, overcrowding, not cleaning properly, or too much light. When your son dumped in the food, did you vacuum the gravel to get it all out? If not then water changes alone won't get rid of the pea soup, you have to vacuum all the extra food out. Also take a look at the other possible causes to make sure none of them are contributing to the problem, and of course do the daily water changes to help clear it up.
