Unfortunately, I strongly suspect that the nitrogen cycle has been broken. Get your water tested, okay, as everything else you're doing seems to be in order.

:New fish: recently had a batch of fry .. they were living in a birthing tank inside the main tank but I did place them into the main tank recently to let the population thin some. Tank is cleaned weekly.
::What are you feeding the fish? Sometimes indigestion/constipation has they same effects on a fish,only they will sit on the bottom of the tank for a period, so perhaps he ate something that didn't agree with him?
:I'm feeding them tropical fish flakes and putting three peas a week into the tank.. sometimes i treat them to BBS .. usually once a week.
:He never sat at the bottom of the tank .. he just went into hiding, quit eating, and was constantly off-balance. He mostly stayed near the top of the tank though he never gasped for air. He would sometimes "fall" downward but would swim back up to the top.
