...it has a lot of pseudo-science (and just plain old mistakes) in it. Amongst others, the nitrogenous wastes are measured in ppm (parts per million) so any mention of mg/liters is not useful. Even if it is correct, all the test kits will be in ppm. And if you meant ppm, not mg/l, then 100 is way too high. Most aquarists I know keep their tanks under 20 ppm. Also, salt is useful in mitigating the effects of nitrite (a good thing), it does not "make nitrates more toxic".
