Floating upside down, has growth bubble keeping him that way

My goldfish had been floating upside down for a couple months, but could always flip himself over. I'm away at school so I haven't been able to keep track of his progress, when i was home over the new year he was a little worse, but no one could tell me how to fix him. When I came home this time he's upside down all the time, and there's a veiny bubble on one half of his underbelly. He really looks unhappy and I'd like to save him.... is it too late? What's going on? There are other goldfish in the tank and they're doing just fine.
