Why is our goldfish floating upside down?

We have one of those fat looking fan tailed goldfish at work. Today he seems to be having trouble staying the right way up. At the moment he is upside down (not on his side).

He is in a 10gallon tank with a filter.

What could be causing this? How do we fix this problem?
