Yes, you can keep one. If you want to keep more than one, you should keep at least 4 in a tank AT LEAST 30 inches long.

Ask your local dealer(s) to special order them for you - it may take a few weeks (distributors do not constantly import large numbers of them) but if you are patient you should be rewarded. Expect to pay $8-$20 per 'skipper.
:AND last but not least what sort of equipment do I use.
Tank (choose one that's low and large), heater, something to provide light circulation (e.g. airstone, simple corner filter), sand/gravel (mud not required), stones or driftwood for climbing, glass cover (to prevent evaporation), light (to warm the air), thermometers in water AND air (keep the air at least 75 degrees and humid), and, of course, four inches of brackish water (s.g. about 1.010).
