Pseudapocryptes are less terrestrial than the more familiar mudskippers (i.e. Periophthalmus). Try keeping your fish in shallow (about 4-6 inches deep) brackish water and with a soft bottom - it is important to offer your fish vegetarian food and (if at all possible) algae/detritus.
