I'm New To FW Srays

I want to get into sting rays, but I have no clue what I need. I figure I need a blower, and at least 75g tank. I do have a 20g tank. Is it acceptable for a teacup to start? Or should I go and get a new tank? What kind of filtration? I currently have an Aquaclear 150. I figure I'll need bigger. How do I aquire/grow food for teacup stingrays? How much is considered a reasonable price for a teacup stringray? One of the local shops is sellin a couple 3-4inchers for 50 bux CAN.
