Most of the rays do get rather large, but they also seem not to grow too fast, my largest motoro went from about 8" to 12" in about 9 months with daily feedings. As far as staying small, I would think the P. hystrix group would be your best bet. Although they seem to have a higher O2 need than the motoros, at least in my experience. But they tend to stay at or under 12" disc size which would better fit your tank than the motoros.
