Hi. IMO, if there will be no upgrading, your tank will be too small for a ray. Only because it is only 3 ft. sq2uare - maybe 4 ft. square would work BUT the second thing is the concrete walls/bottom. Your ray would not take kindly to this. Their undersides get very reddened from being on concrete and eventually this can, usually does due to their sensitve nature, an infection. Once a ray gets sick it is a tedious chore to get them well again. So again, only my opinion, but I would say if you want a happy healthy fish, don't go with a ray.
