sand and impactions

I'm moving my fire eel to a 20gal L by himself, and I want to use sand for his substrate, but I'm kinda worried about how they suck up their food, I am afraid that my eel might also suck up some stary sand and cause an impaction?
Is sand really worth it? He has no problem digging in the gravel in the tank hes in now... but seeing how they are "scale-less" I'd like to reduce all the stress on his scales/skin as possible...
