I'm not sure how long you've had it for, but eels can go weeks without eating. Mine didn't eat for 2 weeks when I got it... Best thing you can do for a stressed/nervous eel is leave some ghost shrimp and some feeder guppies (presuming he's young) in the tank. Make sure you count how many (a good 6 each would be good).
You'll see after a week probably that the numbers went down.
Nowadays I leave large feeder goldfish in his tank, he only eats the head though, I'm guessing he does it in one bite. The rest gets netted out and thrown to the emperor sharks and the red tail cat :)
