Every fish has a different personality even if a species of fish is known for being non-aggressive, there are always a few that act up from time to time. Does this fish appear to be sick or look any different from the rest? They might be picking on him because he is sick or injured. You might want to take him out if he isn't getting enought food and put him in another tank. There's not really any way to prevent the other fish from picking on him besides removing him from the tank.
