Before you buy anything, pick up a good book on the basics of saltwater aquaria (or check out one from the library). I personally like "The Conscientious Marine Aquarist" by Robert Fenner.

I think a pair of False perculas (or true perculas) would be okay in a 20 gallon (Long) tank (30x12x12"). You can use glass or acrylic - it really doesn't matter what the tank is made of. Use an aragonite substrate on the bottom (it's calcium-based and will help keep up your pH). I honestly think it would be best if you used live rock - it's the backbone of a good saltwater tank.
