These flower arrangement, tho pretty, are generally being sold without consideration for the beta at all. View info on how to feed the beta at http://www.aquariumfish.net. Beta's need more room than is usually provided by those vases. They like to go to the surface and make bubbles which they can't do if there's a plant in the way. Their diet is ideally blood worms or brine shrimp. You can purchase either of these at any reputable pet store. They will also eat beta pellets, frozen brine shrimp/blood worms and even flake food is they are near starvation. I recommend you remove the plant or put the beta in a regular fish bowl. Get a snail to eat muck and a fern or amazon spear to provide some oxygen/clear the water. Beta's are beautiful and usually live about 3 years with propper care. I have three, and of course, always keep them in separate containers or they'll kill eachother.
