Though it's not too popular, you may want to try going with no meds.Raising the temp, and adding a small amount of salt can sometimes do wonders. Sometimes a fish just left alone, even without the salt, will turn around after a week or two.I've had this happen on more than one occasion. Just quarentine and be patient. Unless it gets horrible, don't panic. Bettas are hardy fish and can survive given patience. In fact you can do this with most types of fresh water fish(I know nothing about salt water fish).

:My beta has white stuff deep in his gills and around his eyes. Its not fluffy but almost smooth.
:I treated with maroxy for seven days with no change. I have used maracyn for eight days, then tetracycaline for eight days and have done frequent water changes. I have used aqari-sol the whole time also and its almost empty. Nothing has reduced the ailment and it hasn't advanced as far as I can tell. What should I try next? Maracyn 2, pennicillin or do I need to continue one of the other meds longer.
