My beta has white stuff deep in his gills and around his eyes. Its not fluffy but almost smooth.

I treated with maroxy for seven days with no change. I have used maracyn for eight days, then tetracycaline for eight days and have done frequent water changes. I have used aqari-sol the whole time also and its almost empty. Nothing has reduced the ailment and it hasn't advanced as far as I can tell. What should I try next? Maracyn 2, pennicillin or do I need to continue one of the other meds longer.
