There is no right or wrong when it comes to pH. Most fish can adapt to a wide range, and about the only time pH would come into play is if you planned on breeding. If the fish you buy are kept in a different pH than what you have then you will need to acclimate them over a period of time before adding them to your tank. You can do this by taking small amounts of water from the bag they come in and adding the same amount of water from your tank to the bag.

Tap water is fine to use and generally the preferred choice. However, tap water also has chemicals like chlorine or chloramine added to make it drinking safe. This can be removed with a tap water conditioner that you can find at your LFS.
