If it is a goldfish in a bowl, it needs an aquarium as a bowl is too small for it (MUCH too small, goldfish require 10 gallons apiece, minimally).

But it sounds like she has a betta (fighting fish) and it is blowing bubble nests, which is totally normal and healthy behavior. It's a sign that they're feeling good, and preparing for that special female to come along.

Of course, if it actually IS a goldfish, I've never heard of them blowing bubbles, and an actual goldfish person would have to answer that one. :)
