Yes, african dwarf frogs are fully aquatic, and the aquarium that you have is plenty big enough for four of them. I wouldn't recommend housing them with fish, except for bottom feeders and algae eaters. If you aren't planning on keeping fish in with them, you could fit several more frogs in a twenty-nine gallon. Also, as for feeding, I would feed them frozen bloodworms, tubifex, and brine shrimp. I wouldn't recommend feeding them the freeze-dried kind; this can cause intestinal blockage.
