Yea...they are totally aquatic..
But the environment he lives in depends too.
My frogs have lived in a 10Gallon tank filled to the top for a couple of years now...to get air they swim to the top. And don't get the impression that frogs don't like to swim..they love it. with the right temperature, clean water and lack of fish they love it. they sing almost every night.
Anyway, if there is a possibility that your frog will be able to jump out of his container if you do put some type of landing..then don't. Frogs are pretty good jumpers, one got away on me for a while once..funniest thing ever. :D
if not then it wouldn't hurt..but keep the landing submerged beneath the surface of the water..your frogs will quickly dry out and die if they aren't constantly wet.
