Possibly yes, and if that's what it is, the treatment would be the same. But if it is a generalised internal infection it could have spread there or perhaps the stress of being sick is causing the laboured breathing, like a person having a chest infection I would guess.

Just a thought, but can you rule out gill flukes or something of that nature? Ublikely given the other signs but you never know what they may have been exposed to.
