It's likely that the BBS cysts aren't any good. I've been buying the 70% hatch rate & get better than that. The cysts need to be kept cool and dry when stored. Also light is required for them to hatch.

Once in a great while I've seen frozen BBS offered at a store.

Try brineshrimpdirect.com as a source of fresh cysts.
