blackening feathers

I got a male amizon from an old ladie because she could not take care of him anymore. well I have the vet come all the time to clip and give check ups, and very thing seems fine but the feathers on his chest are starting to turn a greyish black color I dont what to do and the vet doesnt know whats wrong either a little help please....thanks Kyra
